RURAL COMMUNITY DEVELOPMENT BLOCK GRANT

COMMUNITY DEVELOPMENT FUND

Funds are intended for use by Public Facilities for a variety of eligible activities. The Community Development Fund is the largest fund category in the TxCDBG program. 

Eligible activities include:

  • Water System Improvements 
  • Wastewater System Improvements 
  • Drainage Improvements 
  • Housing Rehabilitation 
  • Gas System Improvements 
  • Road/Street Improvements 
  • Fire Protection Facilities 
  • Accessibility Improvements to Public Buildings 
  • Solid Waste Disposal/Landfills/Transfer Stations 
  • Community/Senior/Social Service Centers 
  • Shelters for Persons With Special Needs

ELIGIBILE ENTITIES

Non-entitlement general purpose units of local government including cities and counties

Deadline: Two-year cycle. Available in 2023, 2025, 2027, etc.

Cost Share or Matching Requirement: Yes


The East Texas Regional Review Committee selected the East Texas Council of Governments as support staff to develop and disseminate the RRC Guidebook. The RRC selected the East Texas Council of Governments as support staff to calculate the RRC scores and provide other administrative RRC support. We can answer questions but are unable to help write this grant.  

FIRE, AMBULANCE, & SERVICES TRUCK (FAST) FUND

The Fire, Ambulance, & Service Truck (FAST) Fund provides funds for eligible vehicles to provide emergency response and special services to rural communities.


Minimum $50,000 Award / Maximum $750,000 Award


FAST Fund eligible purchases:

  • Fire Trucks (most types) 
  • Ambulances and similar emergency medical vehicles
  • Jaws of Life and similar rescue equipment
  • Rescue boats and similar specialized emergency vehicles.

ELIGIBILE ENTITIES

Eligible applicants are non-entitlement general purpose units of local government including cities and counties that are not participating or designated as eligible to participate in the entitlement portion of the federal Community Development Block Grant Program (CDBG). Non-entitlement cities that are not participating in urban county programs through existing participation agreements are eligible applicants (unless the city’s population is counted towards the urban county CDBG allocation).


Non-entitlement cities are located predominately in rural areas and are cities with populations less than 50,000 thousand persons; cities that are not designated as a central city of a metropolitan statistical area; and cites that are not participating in urban county programs. Non-entitlement counties are also predominately rural in nature and are counties that generally have fewer than 200,000 persons in the non-entitlement cities and unincorporated areas located in the county.

TEXAS CAPITAL FUND DOWNTOWN REVITALIZATION / MAIN STREET

Address the objective of eliminating slum or blight conditions in the downtown area of the community by the following objectives. The assistance must be for public infrastructure improvements, which will aid in the elimination of a slum or a blighted area.

 

Minimum $250,000 Award / Maximum $500,000 Award


Funds may be used for the following:

  • Sidewalks, lighting, public parking lots. 
  • Activities required to eliminate architectural barriers for the disabled. 
  • Water lines, storage and pumping facilities, and related items 
  • Sewer lines, lift stations, and related items
  •  Road construction/renovation, to include curb and gutter and related drainage.
  •  Natural gas lines and related items. 
  • Electric power lines and transformers. 
  • Award administration. 
  • Elimination of slum and blight conditions, including demolition and clearance activity.

ELIGIBILE ENTITIES

Non-entitlement incorporated cities

  • Downtown Revitalization – Not be designated as an official Texas Historical Commission Main Street City
  • Main Street – Be designated as an official Texas Historical Commission Main Street City

Cost Share or Matching Requirement: Minimum 5% cash match required. Higher score if applicant contributes 10% or 20% in matching funds.
